Beirut 23 - 7 - 2006 Coordinator of the Urgent Relief Committee Dr Imad HOUT Mobile: 9613883953 Fax: 9611743192 E-mail: IHOUT@cyberia.net.lb - IHOUT@hotmail.com Account Number: 630225279120508 - Byblos Bank - Istiklal Street - Beirut
25 JULY 2006
Brother Dr Imad Hout of IMA Lebanon has confirmed the following situation in Lebanon: " Travel in Lebanon is extremely dangerous due to the continued bombing of all access routes from the various frontiers " All means of access has already been destroyed: airports, roads, bridges, " The safety of any medical personnel cannot be guaranteed due to this "
The IMA of Lebanon have sufficient medical manpower to cope with the
health needs of their internally displaced population ( IDP ) "
They urgently require medical relief in the form of medicines (acute
and chronic), children's milk, food parcels, ambulances, etc " The
best method of procuring these items is to forward cash contributions
to their account for direct purchase of all requirements in Lebanon or
Syria ( see attached document ). FIMA therefore recommends : " That we withhold any medical relief missions for the time being until the situation improves "
That we urgently embark on a fund-raising drive in our respective
countries and forward all cash contributions to our brothers in Lebanon
via their bank account " That we request our brothers in Syria to assist Br Imad in purchasing their medical requirements in Damascus Contact details of IMA LEBANON:

Lebanon : MERCY MALAYSIA CONDEMNS VIOLENCE IN LEBANON AND PALESTINE AND DEPLOYS ASSESSMENT MISSION IN AID OF MIDDLE EAST CRISIS 25 July 2006, Tuesday
The
rising conflict in Lebanon, the West Bank and Gaza as well as Israel
has created a humanitarian disaster with hundreds of thousands of
people displaced from their homes. Many more are without access to
basic medical facilities and services and the number of civilians
killed and injured in all three locations is increasing at an alarming
rate. o MERCY Malaysia implores all parties to cease the bombings
and violence immediately and urges all parties to seek a peaceful
resolve. o MERCY Malaysia condemns the killing of innocent women and
urges all parties of the conflict to protect the lives of civilians in
accordance with the International Humanitarian Law. o MERCY Malaysia
urges the international community to advocate and ensure that
humanitarian access to those in need is secured urgently. MERCY
Malaysia concerned with the escalating violence on both sides and the
lack of an easily accessible humanitarian corridor is deploying its
Assessment team to Damascus, Syria. The team comprises Associate
Professor Dr P Shanmuhasutharam, MERCY Malaysia Executive Committee
member, Ms Anita Ahmad, MERCY Malaysia's Programme Advisor and Mr. Hew
Cheong Yew, MERCY Malaysia's Volunteer Management Officer. The
objective of this mission is to assess the current refugee situation in
Syria and enable MERCY Malaysia to formulate a response plan and assist
the affected communities in Syria and Lebanon effectively. MERCY
Malaysia has also identified credible local partners to work with in
difficult areas with poor access. The team is scheduled to depart Kuala
Lumpur on Tuesday, 25 July 2006.
MERCY
Malaysia ( MM ) is in Damascus and assessing the refugee situation.
They will also be meeting up with another assessment team who have
crossed into Lebanon and are in Tripoli.
MM President has been
requested to take up a senior position in the UN to coordinate work in
Lebanon and also to work with Muslim organizations & donors.
"I hope that I will get the
support of FIMA when this happens soon, inshallah. It is very important
to be engaged with the international community and multilaterally." " Humanitarian corridor is open for ICRC to Lebanon " Humanitarian corridor in Lebanon for NGOs is being negotiated and inshallah open soon " OIC Humanitarian Forum is also sending a team with trucks of supplies to Tripoli Awaiting information from : 1. Islamic Relief 2. International Islamic Council for Da'awa & Relief ( IICDR)

1. From Pakistan IMA Assalamualaikum
We have collected quite a good amount of surgical supplies for lebanon
Insha allah more funds are expected in two three day's time
Iqbal Khan PIMA
2. From Turkey Dear Brothers, Assalamualaikum.
We
are of course strategically located to provide assistance to the
Lebanese refugees on the Syrian border when necessary and we have the
necessary resources and supplies to provide this service but, as far as
we have been informed through various contacts there is not any IDP
camps or whatever showed up on the border. If a mass of refugees arises
needing humanitarian and medical help we are on duty for sure. Anyway
we have announced a fund raising campaign nationwide for cash
collection to channel to Palestine and Lebanon, and we are praying.
Our
team in Palestine will next visit Ramallah and other places in North
Palestine tomorrow and they will donate some 30.000 USD to our
Palestinian brothers.
Wassalam. M.Ihsan Karaman,MD FIMA Rep., Turkey Chief Executive Officer, Doctorsworldwide Turkey Branch
3. From IMA South Africa Gift
of the Givers and IMASA are sending a plane full of relief items to
Lebanon and Palestine via Jordan. This plane will leave South Africa on
Thursday 3rd August. They will be working through the Jordanian Foreign
Affairs consulate.
We have requested all IMA's to commence on
similar missions of relief and collection drives to meet the demands of
the suffering population in Lebanon. The reports from Br Imad Al-Hout
and Sr Jemilah confirms the hazard of sending medical missions into
Lebanon at this stage. The best we can do is to support Br Imad and his
colleagues in their valiant efforts to alleviate the pain and suffering
of displaced people. Please encourage all IMA's to speed up their
collections and transfer their contributions into the appropriate
accounts.
We have also embarked on a humble collection drive
to raise $600-800 000-00 to purchase the required items in Damascus or
in Lebanon. I have asked our Acute Response Team (ART) to prepare a
mission should they be required, but this seems unlikely under the
present circumstances.
Dr. Ashraf FIMA Chief Coordinator for RELIEF
4. From Dr. Ashraf Dear Bros Assalamu Alaikum
Thank
you for all your valuable support during these troubled times. The
following were nominated as the nucleus of an Acute Response Team ( ART
) :
-
IMANA : Dr Parvaiz Malik
-
IMANI : Dr Jamal Mohamed
-
IMAM : Dr Ikram
-
IMASA : Dr Yakub Essack
-
PIMA : Prof Iqbal Khan
Could the nominated
representatives please enlist 2-3 members from your respective branches
for relief work when we have safety and clearance to do so. We await
further information from our brother Dr Imad Hout in Lebanon, Dr Amin
Sinnokrot in Palestine and our brothers in Syria about the plight of
refugees on the Syrian/Lebanon border. As recommended, please select
members with surgical skills and previous relief experience in disaster
management. We also await the assessments from Mercy Malaysia and
Islamic Relief before making our final decisions on medical relief.
Jazakallah for your support Ashraf Jedaar
UPDATES 2 :
1. REPORT FROM IMA SOUTH AFRICA ( IMASA ) IMASA
in association with Gift of the Givers have assembled a large amount of
emergency relief supplies for distribution in Lebanon. They need
assistance, however, in buying more supplies locally (in Jordan) to
join the consignment into Lebanon. We also need your presence ( IMA
JORDAN ) to ensure that this forms part of the FIMA response to the
devastation and destruction inflicted on the helpless in Lebanon and
Palestine. We also need you and your brothers from Islamic Hospital and
IMA of Jordan or other local relief organization in facilitating the
transport of the 2nd consignment into Palestine and Gaza where it is
intended. These have been facilitated by your respective embassies in
Amman. Could you contact our brothers in Scientific Medical Association
( SMA Palestine ) to receive these relief supplies and supervise its
distribution in Palestine. We thank you once again for your
participation in this humanitarian relief effort on behalf of FIMA.
Jazakumullahu Khair Ashraf Jedaar FIMA Chief Coordinator for RELIEF ajedaar@iafrica.com www.fimaweb.org
2. NEWS FROM OUR PARTNERS IN RELIEF ( dated 30 july 2006 )
Our team ( MERCY MALAYSIA ) in Damascus has been meetng the head of the
Lebanon High Commission and has begun procurement. MM would be
delighted if FIMA works closely with us and we can procure items on
your behalf too and send them to the needy.
We plann to have
two stations in Syria - one in Damascus and the other ops centre in
Homs. There are more needs in Homs since refugees come through there.
Our team reports that even from the borders where they receive refugees
they can hear and see the smoke from the bombs which means that they
are not only bombing the south as what is shown in the news
They
are also in touch with our brother Dr Imad ( IMA Lebanon ) as well as
several other orgs esp women and children's orgs who badly need
supplies.
UPDATES 3 :
Muslim groups discuss aid for Lebanon, Palestinians Web posted on 2nd Aug 2006 Source : AFP
ISTANBUL
- About a dozen Muslim humanitarian groups from around the world met
here yesterday to coordinate their aid efforts for Lebanon and the
Palestinian territories, shattered by a massive Israeli offensive.
Under
the aegis of the Organisation of the Islamic Conference (OIC),
non-governmental organisations (NGOs) from Britain, Malaysia, Pakistan,
Qatar and Turkey discussed ways to pool their resources.
"I
hope that our meeting today will lead to the launch of a vast aid
campaign for our brothers and sisters suffering in Lebanon and
Palestine," OIC Secretary General Ekmeleddin Ihsanoglu said, while
denouncing Israel’s "inhumane agression".
In a statement
issued at the end of the gathering, the participants said an account
would be opened at the Islamic Development Bank, where international
financial aid would be pooled.
They said the issue of
humanitarian aid for Lebanon and the Palestinians would be put on the
agenda of an emergency meeting of the OIC executive committee in
Malaysia on Thursday in a bid to secure government support from member
countries for a large relief campaign.
The efforts will be
coordinated by a board comprising Deniz Feneri (Lighthouse) of Turkey,
Mercy Malaysia and Kuwait’s International Islamic Charitable
Organisation, it said. The OIC will open offices in Syria and Lebanon
to make the aid campaign more efficient, it added.
The
participants also agreed to draw up a detailed report on how
humanitarian supplies would be transported to the Palestinian
territories.
Ibrahim Altan, secretary general of Deniz Feneri,
which serves as the secretariat of the OIC’s humanitarian forum
launched in May, said earlier that one of the main issues was "how best
to guarantee security for the transport."
Israeli strikes have often impeded the delivery of international humanitarian aid.
The UN has called for a humanitarian corridor to be established so aid could pass safely into Lebanon.
Aid
groups say up to 800,000 people - almost a fifth of Lebanon’s
population - have been driven from their homes by the fighting.
Lebanon’s
ambassador to Turkey, George Habib Siam, said he had given Ihsanoglu a
list of equipment, mostly medical, that was urgently needed in his
country.

UPDATES 5 :
1. FROM OUR FIMA CHIEF COORDINATOR FOR RELIEF Dear Brothers & Sisters Assalamu Alaikum
Our
brothers in Palestine have communicated their medical relief assistance
in their battle with the management of casualties during the recent and
present Israeli offensive in occupied Palestine. They require the
assistance of the following specialists:
* Neurosurgeons * Plastic surgeons * Vascular surgeons
Please
identify the availability of these disciplines in your respective
organizations and communicate this information to me so that we could
constitute a medical relief team (s) to assist our brothers in
Palestine.
They further suggested that any financial
assistance be brought in the form of physical cash in preference to
bank deposits and to be handed over to the responsible recipient in the
SMA (Scientific Medical Association, Palestine). Any other form of
medical supplies or equipment can be brought into the country via our
partners in Mercy Malaysia or Islamic Hospital, Jordan or IMA Jordan.
Please remember that our brothers in Jordan, who are involved in the
surgical management of complicated cases, also require our assistance
in any form.
I appeal to you all not to forget the urgent
needs of these helpless and oppressed people of Palestine who have been
fighting for their freedom and independence for the past 60 years. May
Allah reward you all for the good work conducted in His name and
everything you may carry in your heart.
Jazakum Allah Khairan Ashraf Jedaar ajedaar@iafrica.com
UPDATES 6 :
1. NEWS FROM TURKEY A
team of three brothers from Hayat Foundation left for Beirut yesterday
morning to meet our brothers in IMA Lebanon, to support their efforts
and to hand over our donations. At departure, they were unaware that
Israel had bombarded vital connections and four bridges connecting
North Lebanon to Beirut. The Turkish Embassy in Beirut called to inform
that they were not able to meet our team at the Syria-Lebanon border
and ensure safe travel to Beirut. The Turkish Foreign Minister Abdullah
Gul called our team from Ankara and requested them to return since
travel to Beirut via Tripoli was dangerous. Our brothers are extremely
sad at this turn of events. But be assured that we are all working very
hard to alleviate the pain of our brothers and sisters in Lebanon who
are the victims of this heinous aggression. Inshallah, within one week
we will achieve the amount needed to purchase a fully equipped
ambulance for your use. Nationwide fund-raising campaign is underway
with outpouring of generosity
May Allah bless you and all the innocent people of Lebanon.
Wassalam.

2. FROM INTERNATIONAL ISLAMIC COUNCIL ON DA'WA & RELIEF ( IICDR ) An
urgent meeting of the Relief Committee-IICDR was held in Kuwait on
August 5, 2006. Dr. Aly Mishal (Jordan) attended as the FIMA
representative. The committee includes 22 NGOS from among the 90 IICDR
members. The meeting was specifically held for humanitarian relief for
both Lebanon and Palestine. Many of the committee members have already
initiated their relief activities inside and around Lebanon from the
first few days of the conflict.
The major resolutions of the meeting were :
-
Collaboration
between member NGOS is mandatory. A steering central committee was
formed with 5 members. Dr. Aly was selected in this committee. The
committee has identified priorities and needs of relief in both
countries, based on contacts and information from authorities and NGOS
from inside both countries.
-
The specific relief needs will be directed to IICDR member NGOS, so that each will sponsor or adopt certain needs.
-
Due
to the damaged roads into Lebanon, an already established relief camp
near the Syrian-Lebanese border, will be expanded, and relief materials
and workers will be directed to this camp. The camp director Abdul
Karim Al-Mousa (Saudi) could be contacted at 009665059965. Kindly use
my name for proper introduction.
-
The steering committee will hold a meeting inside Lebanon once there is safe access.
Dr. Aly Mishal FIMA Representative to IICDR
3. FROM FIMA CHIEF COORDINATOR FOR RELIEF Thank
you very much for your invaluable assistance and support during these
extremely difficult and testing times. We can certainly welcome any
form of assistance in this colossal war on our collective enemies. May
you be rewarded and guided safely through these perilous conditions in
Lebanon to complete your humanitarian mission.
I am sure that
you will taking some of the emergency supplies along with you for
immediate distribution among the various affected communities
identified by our brothers in IMA Lebanon under the leadership of Br
Imad Hout. Example :
-
acute and chronic medicines
-
water purification tabs and clean drinking water
-
milk and milk products
-
food parcels
-
ingredients for hot meals
-
tents and tarpaulin
-
mattresses and blankets
-
equipped ambulances
Various communications have
confirmed that procurement of these items in Syria (or Turkey) is
preferred to purchase in Lebanon (expensive & limited supply) or
Jordan (transport into Lebanon too dangerous). If you intend bringing
your own supplies, then please use Syria as a conduit and transport
into Lebanon via the northern territories. Br Imad and Br Aly Mishal
will confirm these routes.
While in Lebanon, could you support our local brothers and confirm the following:
-
the state of health services in and around the major centres
-
the capacity of the service
-
the health demands (acute casualties, type of injuries, severity of injuries, surgical demands vs chronic cases)
-
the state of medical support (hospitals, clinics, ambulances, medicines, surgical supplies, OTs
-
the need for medical relief, the type etc
-
any other information of relevance
Last but not least, could
you assist any other FIMA-related agencies in their efforts to assist
the Lebanese e.g. the Gift of the Givers have been stranded in Jordan
and in need of assistance to move their supplies into Lebanon.
Br
Hafeez, you do us all proud by flying the flag for FIMA. May you be
blessed and rewarded for all your good work, Insha'Allah.
Jazakallahu Khair
